This is an plugin for Cubase and any other DAW to develop ringtones for the Alcatel OT-535/OT-735 mobile phone. It emulated the synth chip of the phone, which outputs at 8khz. (which was the sample rate of the phone) This was released sometime around 2003 and was able to be downloaded from Alcatel mobile’s developer portal, which no longer exists.
